Dutch immigration is highly route-specific and often sponsor-driven. For a highly skilled migrant, the employer normally applies and must be recognised by the Immigration and Naturalisation Service (IND). For study, the educational institution has the sponsor role. Family, start-up and self-employed applications use different tests.

A Dutch short-stay visa is not the first stage of an ordinary relocation plan. A long stay may require both an MVV entry visa and a residence permit, frequently handled in one sponsor-led procedure.

Map the sponsor relationship

Before collecting documents, identify who submits the application and what duties that sponsor carries. A recognised sponsor is listed in the IND public register and has information, administration and duty-of-care obligations. Verify the organisation by its legal name; a familiar trading name or recruiter’s email is not enough.

The sponsor’s role does not remove the applicant’s duty to provide accurate identity, history and civil records. If employment, enrolment or a relationship ends, both sponsor and migrant may have reporting obligations.

Employment routes compared

Highly skilled migrant

This permit requires a contract with an IND-recognised sponsor, the applicable income level and market-rate pay. The employer files the application. Current thresholds depend on age and circumstances and are updated, so verify the IND income page for the relevant year.

The permit is linked to qualifying employment. The IND publishes a job-search period after unemployment, with an extended maximum in certain cases from 22 May 2026. The period cannot run beyond the permit’s own validity. Anyone losing a job should check the current rule immediately, not wait for the card to expire.

EU Blue Card

The Blue Card has its own qualification, contract and salary rules and does not use exactly the same sponsor conditions as the highly skilled migrant route. It may be relevant for later mobility under EU law, but the advantages should be compared against the applicant’s actual contract and long-term plans.

Single Permit and other work categories

The combined residence and work permit, intra-corporate transfer, researcher and seasonal or specialised categories follow their own employer and labour-market procedures. Select by the legal employment arrangement, not by a generic “work permit” label.

Study and the orientation year

A recognised educational institution applies for the student residence permit and monitors study progress. The student must meet admission, funding and other IND conditions. Check the institution in the recognised-sponsor register and understand what happens if progress falls below the required level.

The orientation year can give eligible recent graduates and researchers time to look for work or start a business. Eligibility depends on the qualification, institution and application timing. Employers may use a reduced highly skilled migrant salary criterion for qualifying orientation-year candidates, but the exact conditions belong to the current IND guidance.

Start-up and self-employed routes

The start-up route is for an innovative business developed with an approved facilitator and supported by a step-by-step plan. It is not a general freelance visa. The facilitator’s independence and experience matter.

A self-employed application is assessed under the applicable economic and professional framework. Business registration alone does not create residence rights. Build evidence of experience, viability, financing, clients and the value of the activity before paying incorporation costs.

Partner and family residence

Family rules depend on whether the sponsor is Dutch, another EU/EEA citizen or a non-EU permit holder. Income, age, relationship and civic-integration conditions can apply. Some applicants must complete a civic integration examination abroad before receiving an MVV, subject to exemptions.

Prepare civil records and relationship evidence in chronological order. Foreign documents may require legalisation and translation into Dutch, English, French or German under IND instructions.

MVV, arrival and civic obligations

When an MVV is required, the sponsor or applicant may submit an integrated entry-and-residence application. After a positive decision, the applicant follows the Netherlands Worldwide instructions to obtain the MVV sticker. The appointment and passport-validity rules have their own deadlines.

After arrival, collect the residence document, register with the municipality where required, obtain the citizen service number, arrange compliant health insurance and complete any tuberculosis test identified in the procedure. The back of the residence card states the work conditions.

Test the household plan, not only the main applicant

A recognised employer may make the principal application look straightforward while housing, childcare and a partner’s work position determine whether the move is sustainable. Confirm whether family applications are filed together, what income level applies to the sponsor and which work endorsement the partner will receive.

Prepare a first-six-month budget covering temporary accommodation, rental deposit, municipal registration, insurance, transport and the delay before reimbursements or salary. Dutch housing shortages can turn an immigration approval into a difficult arrival if the address plan is vague.

If children will move, investigate municipality registration, school placement and authenticated birth or custody records early. Where one parent remains outside the Netherlands, consent or parental-authority evidence can become important. These family documents should be resolved before tickets are booked.

Must every Dutch employer be an IND-recognised sponsor?

No, but recognised sponsorship is mandatory for routes such as the highly skilled migrant permit. Other work routes have different employer requirements.

What is the difference between an MVV and a residence permit?

An MVV is a provisional entry visa for a long stay. The residence permit proves the right to reside after approval. They are often requested together, but they perform different functions.

Can I remain after losing a highly skilled migrant job?

The IND provides a limited job-search period subject to the current conditions and the remaining permit validity. Check immediately because the maximum can depend on when unemployment began and how long the permit was held.

Can a Dutch student work without restriction?

No. Student employment is subject to the residence endorsement and work-permit rules. The educational institution must also monitor study progress.

Is the orientation year available after any foreign degree?

No. The qualification, institution, research or graduation date must fit the official criteria. Use the IND eligibility page for the specific award.

Does a recognised sponsor guarantee approval?

No. Recognition allows the organisation to sponsor under applicable procedures; the job, income, documents and applicant must still satisfy the route.
